What is the purpose of the Unified Certification Program (PA UCP)?
This program is intended for firms seeking certification as a Disadvantaged Business Enterprise (DBE) in accordance with 49 CFR Part 26 and as an Airport Concession Disadvantaged Business Enterprise (ACDBE) (in accordance with 49 CFR Part 23).
The PA UCP makes all certification decisions on behalf of all agencies and organizations in the Commonwealth with respect to participation in the DBE and ACDBE Programs. In other words, firms certified as a DBE or ACDBE with the PA UCP are eligible to participate on anyFederal Aviation Administration (FAA), Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) funded contract as a Disadvantaged Business Enterprise or Airport Concession Disadvantaged Business Enterprise. The Bucks County Industrial Development Authority can prove an attractive mechanism for financing new business and related expansions through the Industrial Revenue Bond and Mortgage Program.
