PA UNIFIED CERTIFICATION PROGRAM - DISADVANTAGED BUSINESS ENTERPRISES 

What is the purpose of the Unified Certification Program (PA UCP)?
This program is intended for firms seeking certification as a Disadvantaged Business Enterprise (DBE) in accordance with 49 CFR Part 26 and as an Airport Concession Disadvantaged Business Enterprise (ACDBE) (in accordance with 49 CFR Part 23). 
The PA UCP makes all certification decisions on behalf of all agencies and organizations in the Commonwealth with respect to participation in the DBE and ACDBE Programs. In other words, firms certified as a DBE or ACDBE with the PA UCP are eligible to participate on anyFederal Aviation Administration (FAA)Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) funded contract as a Disadvantaged Business Enterprise or Airport Concession Disadvantaged Business Enterprise. (referenced from http://www.paucp.com/)

UNIFORM CERTIFICATION APPLICATION INSTRUCTION GUIDE 

All firms wishing to be certified as a Disadvantaged Business Enterprise (DBE) must complete this application and submit it to the Pennsylvania Unified Certification Program for determination of their eligibility. Tax-Free Financing

The Bucks County Industrial Development Authority can prove an attractive mechanism for financing new business and related expansions through the Industrial Revenue Bond and Mortgage Program. This program provides capital financing for manufacturing companies such as exempt facilities and non- profit organizations. This can be achieved either through tax free mortgages for smaller projects or a stand-alone bond issue for larger ones. Both of these approaches can significantly reduce borrowing costs.

These funds can be used for a wide array of purposes including acquisition, site preparation, infrastructure improvements, building construction, new machinery and equipment, and the closing and soft costs traditionally associated with such projects. Job creation is also required, with both new and existing full-time permanent jobs at the project site being counted for this program.
